1st. You need to go to the Control Panel. To do that just click on the start menu and select the control panel button that is located on the right side.
2nd. Assuming that you did not change the default View By layout in the Control Panel click on the big green link entitled System and Security. In case that you are uncertain about whether you change the default button layout you should look at the top right corner of the Control Panel and make sure that View By is set to Category.
3th. Now click on Windows Firewall.
4th: Click the button on the left side of the window called Advanced Settings.
5th: Click on the left side the button Outbound Rules.
6th: Click on the right side the button New Rule and follow the instructions on the Wizard. If you are able to handle the rest yourself, then you may stop now. Otherwise read the last couple steps.
7th. Select program and click next.
8th. Select the program path and browse for the program that you want to block from connecting to the internet. Click next.
9th. Select Block the Connection and click next. On the next screen just click next again.
10th.On the last screen you may fill in whatever you like in both places (Name and Description). After you are done just click finish and you are ready.
